The idea of taxing carbon emissions raises a host of issues, even to climate advocates who recognize the need for radical new energy policies. We’ve prepared issue papers for three key ones:
- Are carbon taxes preferable to "cap-and-trade" systems for regulating and reducing carbon emissions?
- Is energy demand sensitive enough to the price of fuels for carbon taxes to put a real dent in emissions?
- What measures can protect poor and middle-income households from higher fuel prices due to carbon taxes?
