					<description>I don't agree with "..subsidize the development of selected low-carbon technologies," but promote spending billions on energy efficiency.  I insulated 20 low income houses as part of a free government program during the Carter era.  The investment has paid off many times since then.  That kind of efficiency isn't new technology, but in many cases won't happen without help.  Subsidized weatherization would ease the burden of the carbon tax portion of the higher heating bills, and also reduce carbon emissions.</description>
